3 children playing with bomb killed in Manipur

Imphal: Three children were killed when a powerful bomb, with which they were playing innocently, suddenly exploded in Manipur's interior Churachandpur district, official sources said here today.

The children who found the explosive on a road at the hilly Saibol village bordering Myanmar and Mizoram, started playing with it on the spot yesterday.

The victims were identified as Lalziding, 12, Lalmalsawn, 9, and Laroukin, 4, sources said adding that they were buried according to Christain tradition by angry local inhabitants without a post-mortem.

The bomb was believed to have been planted by some militant outfits to attack security personnel passing through the area, reports said adding that some Kuki militant outfits were active in the area.

Over 500 persons have so far been killed in militancy-related incidents in Manipur this year.

In another incident, unidentified militants lobbed a powerful grenade at the house of a person identified as M Binod at Chingmeirong area in Imphal West district last night, official sources said.

Binod's wife M Ongbi Sima's eardrum was affected when the grenade exploded, they said adding that she has been hospitalised.

Manipur transporters join mass movement on fake encounter

Imphal | October 6 : Passenger buses stopped plying between Imphal to Manipur’s second largest town, Churachandpur along the Tiddim road on Monday in support of the ongoing agitation spearheaded by the Apunba Lup against the government in connection with the July 23 fake encounter incidents at Khwairamband bazaar, Imphal.
The Tiddim Road Bus Drivers Union by way of showing solidarity to the agitation initiated by Apunba Lup, has decided to suspend bus services between Imphal to Churachandpur for one day in support of the demands of the Apunba Lup for the resignation of the chief minister on moral grounds, dismissal of the guilty police personnel who were involved in the incident and unconditional release of the arrested members of the Apunba Lup.
It may be mentioned that since Tehelka magazine had exposed photographically that the July 23 killing of a reformed militant Ch. Sanjit was a fake encounter, Manipur has been hit by bandhs, curfews, rallies, sit-in-protests, burning of effigies of chief minister and police commandos, etc.
The suspension of bus service along the Tiddim road by the bus drivers union put into inconvenience many government employees, businessmen and women selling vegetables in Imphal markets who had to find alternative means of transport to travel between Imphal and Churachandpur.
When asked by Newmai News Network about problems faced to travel between Imphal and Churachandpur due to the suspension of bus services today by the bus drivers union of Tiddim road, a woman selling vegetables in Imphal lamented that she had to spent Rs 100 as fare by van instead of Rs 45 by bus for a one way journey, and now she had to sell her vegetables at double the usual price which is bound to reduce her sale for the day.
The woman, who is a widow named Thangi from Churachandpur, said that she feeds her three children by selling vegetables brought from Churachandpur at Imphal and added that she and her children have to miss a meal if she cannot sell her vegetables for the day.  On the other hand, the government employees from Imphal posted at Churachandpur also faced problems traveling between Imphal to Churachandpur due to suspension of bus service along the Tiddim road.

Hydel Projects The New Battle Ground

In a move to meet the growing  demand of power supply in the country, the central authority continues to build
Hydel Projects The New Battle Ground
mega dams in Northeastern states to generate more power despite the opposition and continuous protest from the locals.
Though the authority is yet to finalise the time frame for the construction of the controversial 1500 MW Tipaimukh multipurpose project in Manipur, state-owned National Hydro-electric Power Corporation, NHPC takes up construction work of South East Asia’s biggest hydel power project 2000 MW ‘Lower Subansiri hydel project’ in a contentious area of Assam-Arunachal Pradesh border.
However, the project has been facing constant criticism because it is ignoring the ‘downstream social life’ in Assam as well as the upstream ‘environmental effects’ in Arunachal Pradesh.
Namani Subansiri Jalavidyut Prakalpa Birodhi Okya Mancha, a united body of more than thirty organisations of Lakhimpur, Dhemaji, Sonitpur and Jorhat districts (Majuli sub-division) opposing the project, made it clear that the dam in Gerukamukh is going to be a huge water bomb ready to burst upon the people living in the downstream areas.
The united body’s Kiran Deori has expressed strong resentment about the fallout of the mega dam project in the downstream areas of the Subansiri river in Assam covering three districts and called for the immediate halt of the on-going construction work at the dam site till all clearances required for the protection of the ecological and topographical concerns of the downstream areas are addressed.
If this is ignored, the front will launched various forms of agitations to stop the construction process, functionaries of the front told a visiting journalists team recently.
Keshav Krishna Chatradhar of Alliance Against Lower Subansiri Hydroelectric Power Project, AKYAMNCHA, a local resistance group in Assam said, “There’s no downstream study by NHPC or the implementing agencies. So they should stop construction works immediately.”
On the other hand, All Arunachal Pradesh Students Union has been demanding a ‘white paper’ on the upcoming mega dams in the state. Reports said that the Prime Minister of India launched the 50,000 MW Hydroelectric Initiative to fast track hydropower development in the country in May 2003. This initiative proposes to bring on line installed capacity of about 50,000 MW through 162 projects in 16 states by 2017. While 72 out of 162 schemes totaling up to 31,885 MW are in the North East, Arunachal Pradesh alone has 42 schemes with 27,293 MW capacity. It is of little wonder then that Arunachal Pradesh has emerged as the new centre of massive dam building in the country.
“We’re demanding a white paper on these mega dams. We’ve given an ultimatum to the Chief Minister in this regard,” Takam Tatung,President AAPSU said. “We will launch a democratic movement if the government fails to meet our demands within the next month.”
In Manipur, many NGOs and environmentalists have been criticizing the government’s move to construct the Rs 6000 crore worth Tipaimukh hydro-electric project confluence of Barak and Tuivai rivers on the grounds that it would seriously affect agricultural land, local flora and fauna, not to mention the displacement of people and livestock.
The project site at Tipaimukh, located 200 km upstream of Barak River from the Bangladesh border, is high on the talks agenda as environmentalists express deep concern because if the 162 meter high dam is constructed, it could deprive Bangladesh of its share of project on downstream impact. Chief Engineer Choudhury said, “We will moderate the flood situation as the project is going to sacrifice more than 330 MU of electricity generation for the sake of flood moderation by operating the reservoir 15 meters below FRL (full reservoir level).”
However, the actual construction of the dam will begin this year as the American engineering company; involved in the world’s biggest hydel project-the three gorge dam of China-is being commissioned for the project. Similarly the construction of Tipaimukh dam in Manipur will take time until the JVC (joint venture company) is formed, Uday Sangker Sahi, concerned NHPC Chief Engineer (Civil) told this reporter.
Though the Centre had appointed NHPC as the implementing agency for the project, it will now be a joint venture between NHPC (69 per cent), Shimla-based Satluj Jal Vidyut Nigam Limited (26 per cent) and Manipur Government (5 per cent), the engineer informed.

Manipur protests continue against alleged fake encounter

Imphal (Manipur), Sep 9 : People in Manipur are getting tired of protests against an alleged fake encounter in which a former militant and a pregnant woman were killed by police commandos on July 23.

The strike, called by civil rights organizations, call for an immediate punishment of those who are guilty.

“On behalf of the people, we want immediate peace and an end to the ongoing violence in the state, only then I believe the situation will return to normal,” said Phajabi Devi, a local protestor.

Following the strike, markets, educational institutions, banks, business establishments and entertainment houses remained closed, which has caused immense inconvenience to locals.

“The people are facing immense difficulties because of increasing violence in the state. There have been so many killings even in the past. We as mothers are unable to take it any more. We cannot live like this,” said Chaobi Devi, a local.

“Due to the violence and curfew in the state, education has been severely affected. We the people are really suffering. We are daily wage earners and because of the situation, a lot of our time has been wasted,” said Ibecha Devi, another local.

The Manipur government had ordered a magisterial inquiry into the incident and as protests continue curfew are imposed in disturbed areas to prevent any untoward incident

BJP demands President's rule in Manipur

New Delhi, Sep 7 (PTI) The BJP today demanded imposition of President's rule in Manipur, saying the Congress-led government there had failed to curb militancy and the law and order situation had deteriorated in the state.

The demand was made by a BJP delegation when it met Home Minister P Chidambaram and handed over a memorandum demanding imposition of central rule.

"The constitutional machinery does not exist in the state. When ministers and bureaucrats pay ransom every month, it means the end of the rule of law. We demanded that the government should go lock stock and barrel and President's rule be imposed," Prakash Javadekar, who led the delegation, told reporters after the meeting.

Former Manipur Chief Minister W Napamacha and BJP state unit president Borababu Singh were also in the delegation.

Macabre Message

The chief minister’s offer to resign if the judicial inquiry promised into the July 23 carnage at Khwairamband Bazar indicted him in any way either of moral, or else direct responsibility in the crime is welcome, although on the question of moral responsibility the less said the better. There is nothing much a court or an inquiry commission can do to prove moral guilt of anybody. This is more a matter of individual conscience, and not really a cognizable crime capable of attracting penal action. This being the case, it is for the individual to voluntarily own up guilt for offences he may not have directly committed, but could have been the cause even if indirectly or in remote ways. To attempt an analogy, it would be like the dog owner owning up full responsibility for anybody his or her dog may have attacked, rather than blaming it all on the dog. But let it also be noted that going through the trial by fire of acknowledging moral guilt can be an unparalleled cleansing process. The manner in which Jammu and Kashmir chief minister, Omar Abdullah, tendered his resignation on moral ground following an allegation of his involvement in a sex scandal which he vehemently denied he was at all part of, is just the most recent case. Abdullah insisted on resigning despite desperate pleas by his cabinet colleagues as well as his party men, but ultimately when his name was cleared of the scandal, he came to lead his state government a much taller leader.
But to each his own, and no two individuals can be the same. Each politician likewise has his own way of dealing with crisis, and we just have to wait and watch if Ibobi’s way is able to get him through this rough phase again. But from all indication, at this moment he seems to be in a tight spot. The national news channel, NDTV, reported in its prime time 9pm news bulletin this evening that a furious Prime Minister, Dr. Manmohan Singh, has summoned him on Tuesday after another video footage of the murder of Sanjit at the Khwairamband on July 23 surfaced providing yet another visual evidence the perpetrator of the atrocities on the day were solely police commandos. The report indicated that intelligence report on the law and order developments in Manipur were not favourable too. On this count at least, it must be said, the state government had on top of the bad publicity it received, also shot itself in the foot in what is obviously an overkill in its reaction to the crisis. For reasons only it can explain, it has still not lifted the curfew even after the street protests have subsided. Those of us in the state who are used to the idea of curfews and prohibitory orders may have become desensitised, but to observer outside, the very words “curfew” and “prohibitory order” ring alarm bells. Many of us in the media know how even journalist colleagues from outside are misled by these words into wrong assessment of the situation when they call up to enquire. This impression cannot be healthy for a government whose welfare depends so much on how distant New Delhi reads the situation in the state.
One other news, related in its own way to the present developments, was disturbing. In the list of winners of the Presidents Police Medals for Distinguished Service on the occasion of Indian Independence Day, Manipur figured prominently. State policemen swept 74 of 212 Gallantry Medals. Another news said an Army Major received the prestigious Ashoka Award for his feat that included the killing of 23 insurgents in Manipur and capture of many more arms and ammunition. While we are not making any allegation (in fact we would even extend our congratulations to all the winners in uniform in the belief they were indeed rewarded for gallantry), the news coming so close on the heels of the Chungkham Sanjit killing in broad daylight, and the report that there have been at least a few hundred claims of “fake encounter” killings by combined forces of Manipur police commandos and various units of the Army and Central paramilitary forces in the recent months, cannot fail to unnerve. The question that seems to stare back at any conscientious inquirer is, are the recent spurts in “encounters” and “encounter killings”, many of the victims no doubt active militants, but many others seemingly men and even boys with no record of relations with militant groups, in any way part of a macabre medal hunt?

Change Manipur! It all starts with I

“Deep inside us, the blood is raging,
It falls from our bodies and embraces the earth;

It flows through the streets, squeezing up a surge of courage,
Our eyes are bloodshot for a purpose, a noble cause we will attain for sure;

For a, for a new era, new beginning, for a land of love and peace, and for a heavenly abode called Manipur”

On this day, let us light a candle of hope in the fond memory of Late Dr.Thingnam Kishan, the messenger of love and the harbinger of truth and his two faithful subordinates A.Rajen and Y.Token.Let us remember them once again and do some reintrospection of ourselves before the dusk. They were heroes who gave up their lives for a cause and whose deeds spoke much louder than what they actually said.

Can we still call Manipur,"Sanaleipak (Land of Jewel)"? A land where scavengers roam independently, a state where truth finds no place of its own and a state where good people are weed out to stop their hopes and dreams. Many have died a martyr’s death but nothing seems to have changed. The scenario has become even worst. A famine, not for food but human beings has hit our state.

Today I have many big questions in my mind. Why only in Manipur? Why does such incident happen in our state consistently, in spite of numerous uprisings and movements that we stage? Have the people been robbed of their hearts, feelings, compassions and everything?

How can they be so cruel? How can they be so ruthless? I could see a tide of futility greatly waving towards us. With these much of atrocities, I believe even a mechanical robot would start inheriting the human nature.

At the other end, I also keep on wrecking my grey matters as to why do we elect sixty dummies as our caretakers. They have always turned their back towards us. More than governance, they seem to be attracted towards nepotism, bribery and every other unsolicited activity.

In fact, we have made a serious blunder by electing them over some petty things and false promises. We did not ponder, hence we suffer. We seem to have developed immunity towards every suffering, so much so that we have started living with it.

Eventually, who is responsible for all of these? Though many questions arise from every nook and corner and many fingers are pointed towards the so called “The Responsibles”, there is only one bottom-line.

Everything starts with" I". Let us not blame others but ourselves, for we have not been truthful and sincere. We always criticize the whole system, but have never gotten into it to change it. We are never vigil until the theft has happened. In short, we never try to comprehend the real meaning of Humanity. When human beings fail to act as human beings, the eventuality is what we are seeing today and what we have seen ,time and again, in the past.

It is the high time that we resolve to stand in cooperation and retain that revered title for our state,"Sana Leipak".It is never too late now. Let us take this oath that we would do what ought to do for the betterment of the state.

We shall overcome, not someday, not tomorrow, not today, but now. In a new hope of a better Manipur, let us all reiterate what Dr.Thingnam Kishan had said, "If you ask me, if I have a dream. Yes, for a society where there is no exploitation, subjugation, domination and suppression."

Manpower Crunch in NERO

SHILLONG, Jan 15 : With 80 projects to monitor in a year, the Union Ministry of Environment and Forest North East Regional Office (NERO), headquartered in Shillong, is facing a manpower crunch that has impaired its effective functioning.

With a sanctioned staff of 32, the regional office is presently hugely understaffed as only 12 members are there to look after the eight Northeastern States.

The North East Regional Office set up by the Ministry of Environment and Forests in 7 April, 1986 along with the regional offices in Bangalore, Bhubaneshwar, Bhopal and Lucknow doesn’t even have a regular Chief Conservator of Forest (CCF).

Very surprisingly 22 years after the regional office was set up, the Environment and Forest Ministry is yet to fill up 20 posts some of it at the very top level.

Considering that the mandate of the regional office created by the Union Ministry of Environment and Forests is to monitor and evaluate ongoing forestry development projects and schemes with specific emphasis to conservation of forests, to undertake physical inspection of sites in cases of diversion of forest involving an area of more than 40 hectares, regional level technical and scientific consultation with the State advisory committee which are among some of the list of its job profile, the delay of appointing the required staff is perplexing.

At present the NERO CCF post is vacant with the Bhubaneshwar CCF RK Dey holding additional charge. He comes only for two days to Shillong office and inevitable all the files needing forest clearance get stranded in his office.

If adhoc arrangement of giving additional charge of NERO to the Bhubaneshwar CCF has been made then the second important post of Conservator of Forest is lying vacant.

NERO Deputy Conservator of Forest RL Sanga told reporters on Friday: “The shortage of manpower has certainly impact disposal of project proposals with the stipulated time frame of 45 days.

However, we try our best to perform up to our optimum.” In these 22 years of existence, NERO has approved 1,125 different projects and given the forests clearance in the eight Northeastern States.

According to Sanga, the job profile of NERO also involves traveling to different projects sites in the eight States — Assam, Arunachal Pradesh, Manipur, Meghalaya, Mizoram, Nagaland, Tripura and Sikkim. Inevitably, as there is manpower shortage, the effectiveness of this regional office is curtailed. NERO staff says that the position in other regional offices is far better as almost all the posts have been filled up.

38 hospitalised in Ccpur village due to unknown disease

By M Kaimuanthang

Lamka, Jan 8 : An unknown disease has plagued the residents of Misao Lhahvom since Sunday night. The village is located around 8 kms from Churachandpur police station in the south near the Khuga dam canal.

The epidemic has affected the villagers since Sunday night resulting in the hospitalisation of 16 persons within 24 minutes. However, as more and more people are being affected by the seemingly contagious disease, the number of patients till now has risen to a whopping 34 till 8.30 pm yesterday and 38 by today, as 4 more have been admitted to the district hospital.

According, to one of the villagers attending on the patients, on Sunday night one Nemneilam, 18, was the first one to be attacked by the disease. She had a high fever and soon after lost consciousness. Panicking at this development many people from the village arrived at her home to share the anxiety of the family members.

But the visitors were also not spared and suffered the same fate on returning home, he said adding that the number of people suffering was on the rise.

Within 3 to 4 hours during the night the number of patients crossed 10, he said.

The villager Lunthang told the IFP that there was one auto rickshaw in the village and using this the villagers brought many patients to the district hospital.

During all this while, some local NGOs like the ZYA and the KKL assisted them in bringing the patients to the hospital.

Yesterday , a medical team headed by the CMO Dr. Shingkhojam Haujel and Paulginthang from the malaria department went to the village and made an assessment of the situation. The team took the blood samples of 130 people and later the veterinary department officials also visited the village.

The DC Churachandpur, Sumant Singh, meanwhile, paid a visit personally to the patients languishing at the hospital and also sent a message to the additional secretary health urging him to dispatch a medical team urgently to the affected area.

The team which reportedly arrived at the village in compliance with the official call reached here around 4 pm and went straight to the village and thereafter returned to Imphal after collecting some blood samples. The team was led by Dr. K Gopal and it assuaged apprehensions among the local people that the disease could be bird flue, while stating that it was in fact a bacterial disease.

Meanwhile, Dr. T Hatzaw, the medical superintendent, also urged the additional director of the health department to conduct an investigation to find the cause of the disease.

A local body ZEPADA, meanwhile, has urged the officer in-charge of NICD, Plague Surveillance Unit, New Delhi to take immediate steps in the matter.

Today, Th Bubhan Chandra Singh, the additional director of public health and state nodal officer, ISDP visited Churachandpur and had a meeting with the DC and some other health officials in the district.

All the patients` blood samples were collected today once again and are now under surveillance. However, in spite of all these efforts there is still no confirmation on what the disease was and how it had been caused.

Some blood samples that were tested yesterday were negative and there are no cases of malaria, according to the medical superintendant of the district hospital.

AFSPA victim recounts ordeal

Imphal, Jan 3 : "My daughter wished to become a nurse and serve sick and elderly persons", recalled Radhamani whose daughter Robita was killed in firing by security forces at Pangei in 2002 .

Taking part in the relay hunger strike being staged at Porompat PDA complex since December 10 last under the aegis of the Sharmila Kanba Lup, Radhamani prayed that no such cruel fate that shattered her life may ever befall upon any mother.

Demanding repeal of the Armed Forces (Special Powers) Act 1958 from all Manipur and to save the life of Irom Sharmila, Radhamani from Waiton said that it was spine chilling and heart breaking to recall the day when the dead body of Robita who was always lively and energetic was brought home.

It was in one unexpected moment that Robita who went out for college fell to the bullets of security forces on that fateful day, she lamented.

The moment was a cruel blow to Radhamani who had already lost her husband.

It literally turned her life upside down.

She had only two children, a daughter and a son.

But one man-made tragedy or a cruel stroke of fate had robbed off her only daughter.

"For the loss of my child, I was given Rs one lakh as ex-gratia by the Government.

But I cannot help remembering my daughter whenever I see my brother's daughter who has now completed nursing course and entered service".

Today's relay hunger strike was participated by Waiton Women Development Nishabandh Association, Haotan Meira Paibi Lup, Waiton Meira Paibi Nupi Lup, Khurai Nandeibam Leikai Meira Paibi Lup and NH 53 Kanglei Ching-Tam Leima Lup.

Speaking in today's leg of the relay hunger strike Nupi Samaj president K Taruni questioned as to how long mothers of Manipur should live with fear and threat every moment for the safety of their children.

Noting that every mother this day is preoccupied with the persistent thought whether their sons/daughters would fall victim to bomb blasts, whether they would be caught in cross-fire or whether they would be pronounced guilty after being killed, Taruni conveyed the helpless condition and predicament being faced by mothers in Manipur.

Social activist Shilleima observed that the violence and crime rates have been raising day by day since the imposition of AFSPA in Manipur although the Act was enforced to contain insurgency in the State.

She asked the authority concerned to repeal AFSPA and watch the resultant changes.

Advisor of the NH 53 Kanglei Ching-Tam Leima Lup Taruni asserted that the remaining population of Manipur that survives after 20 years would be leading a life of slavery in case the present trend of daily killings continues.

"For the sake of future generations and the life of Irom Sharmila, repeal AFSPA from all over Manipur", she cried.
