Itanagar, Feb 16 At least one third of the Rs 20,000 crore to Rs 30,000 crore being invested by the Centre in Arunachal Pradesh under PM's package would go to Assam economy as downstream effect, Arunachal Governor Gen (retd) JJ Singh said today.
The railway project should help the local economy and people on both sides (Assam and Arunachal Pradesh) should feel that it is their project, Singh said while reviewing the progress of work of the new broad gauge work of the Harmuti- Itanagar at Harmuti railway station on inter-state border.
Involvement of people is must for success of any project, he said.
"Moreover, it is important for national security. Direct monitoring of the project by PMO will help the project to complete on time," Singh said.

ITANAGAR, Nov 6 : Arunachal Pradesh Governor Gen (Retd) J J Singh would lay the foundation stone of the Research Institute of World’s Ancient Traditions Cultures & Heritage (RIWATCH) at Iduli Village on the outskirts of Roing, Lower Dibang Valley on Nov 7, informed its project director Vijay Swami in a release today.
MP Mukut Mithi, MLAs Laeta Umbrey and Jamin Tayeng would be the guests of honour on the occasion.
RIWATCH is an Affiliated unit of International Centre for Cultural Studies (ICCS), Pennsylvania, USA. The basic objective of RIWATCH is to cater to the needs of research scholars in studying different ethnic groups of North east India and initiate comparative and cross cultural studies of various ethnic groups of different countries with that of India in general and north east India in particular. It will also facilitate young scholars from North east India to have opportunities of cross cultural studies in foreign countries and vice versa. This will ultimately result in Scholar Exchange Programmes with different higher educational institutions of the world, the release said.
The local people have contributed 10 hectors of land, free of cost, at Iduli Village. The contributor of the land is Dature Miuli of Iduli Village, Lower Dibang Valley, said the release.

New Delhi, Oct 25 : Communist Party of India-Marxist (CPI-M) general secretary Prakash Karat Sunday said that Arunachal Pradesh is a part of India and hoped Prime Minister Manmohan Singh and Chinese Premier Wen Jiabao would iron out the contentious border issue.Addressing a press conference after a party central committee meeting here, Karat in reply to a query on China claiming the northeastern state as its territory, said: “As far as our stand is concerned, Arunachal Pradesh is part of India.
“Now, how do you proceed to solve the long standing dispute. There is a mechanism evolved by both the governments which is being carried forward by successive governments,” he told reporters.
He hoped that the talks between Manmohan Singh and Wen in Thailand on the sidelines of the ASEAN summit would help resolve the border issue.
On the Maoists’ abduction of a West Bengal police officer and the state government’s swap of jailed women in exchange for the cop, Karat tried to sidestep the queries.
He merely said: “Those people who were released were ordinary people and had been mobilised by the Maoists. Our job is to politically isolate the Maoists. We have decided to conduct a vigorous campaign against the Maoists.”
He said the situation in Maoist affected Chhattisgarh and Jharkhand is “very serious”. “The government should deal with the real problem of the tribal people.”
Asked about complaints about irregularities in the voters’ list in Kannur constituency, where an assembly by-poll is slated Nov 7, he said the issue is being examined.
Manpower Crunch in NERO
SHILLONG, Jan 15 : With 80 projects to monitor in a year, the Union Ministry of Environment and Forest North East Regional Office (NERO), headquartered in Shillong, is facing a manpower crunch that has impaired its effective functioning.
With a sanctioned staff of 32, the regional office is presently hugely understaffed as only 12 members are there to look after the eight Northeastern States.
The North East Regional Office set up by the Ministry of Environment and Forests in 7 April, 1986 along with the regional offices in Bangalore, Bhubaneshwar, Bhopal and Lucknow doesn’t even have a regular Chief Conservator of Forest (CCF).
Very surprisingly 22 years after the regional office was set up, the Environment and Forest Ministry is yet to fill up 20 posts some of it at the very top level.
Considering that the mandate of the regional office created by the Union Ministry of Environment and Forests is to monitor and evaluate ongoing forestry development projects and schemes with specific emphasis to conservation of forests, to undertake physical inspection of sites in cases of diversion of forest involving an area of more than 40 hectares, regional level technical and scientific consultation with the State advisory committee which are among some of the list of its job profile, the delay of appointing the required staff is perplexing.
At present the NERO CCF post is vacant with the Bhubaneshwar CCF RK Dey holding additional charge. He comes only for two days to Shillong office and inevitable all the files needing forest clearance get stranded in his office.
If adhoc arrangement of giving additional charge of NERO to the Bhubaneshwar CCF has been made then the second important post of Conservator of Forest is lying vacant.
NERO Deputy Conservator of Forest RL Sanga told reporters on Friday: “The shortage of manpower has certainly impact disposal of project proposals with the stipulated time frame of 45 days.
However, we try our best to perform up to our optimum.” In these 22 years of existence, NERO has approved 1,125 different projects and given the forests clearance in the eight Northeastern States.
According to Sanga, the job profile of NERO also involves traveling to different projects sites in the eight States — Assam, Arunachal Pradesh, Manipur, Meghalaya, Mizoram, Nagaland, Tripura and Sikkim. Inevitably, as there is manpower shortage, the effectiveness of this regional office is curtailed. NERO staff says that the position in other regional offices is far better as almost all the posts have been filled up.
