Projected growth to be affected in NE

Agartala, Jan 14 : The Planning Commission (PC) has apprehended that the projected economic growth in northeastern region during 11th Five Year Plan would be affected substantially due to the ongoing global meltdown and suggested the states to concentrate more on increasing domestic income.

Talking to mediapersons here today PC member and in-charge of Higher and Technical education, Manpower and Culture Dr Balachandra Mungekar said the economic growth rate in current plan in the country had been projected at about nine per cent initially but now it has reduced to seven per cent only, which could also be the cause for slow regional growth.

"Since agriculture and tourism are two vital economic sectors for northeastern states, it has been affected severely because of recent recession in global market," Mungekar attributed. However, the PC was in the process of recommending the Centre to render flexibility in implementation of development programmes, especially for northeastern states, by adopting state-specific action plan from next fiscal, he pointed out.

Approving the demand of Tripura Chief Minister Manik Sarkar that the DoNER Ministry had to spend the allocated funds through regional planning body Northeastern Council (NEC) according to the performance of the states Mr Mungekar said the demand was legitimate and they are going to recommend this to the National Development Council.

He applauded the Tripura government for its performance in financial management and implementation of Central schemes during 11th Five Year Plan. Dr Mungekar said Tripura was second only to Mumbai in meticulous implementation of the Scheduled Castes and Scheduled Tribes sub-plan under annual allocation.

The state was also successful in decentralised planning in India, he said, adding about 40 per cent of the annual plan allocation had been spent through local self governments while Tripura’s performance implementation of mid-day meal had now become a model before the country.

"Despite limited resources, the state has been able to reduce school level dropouts considerably by providing 30 paisa more than the prescribed state share in mid-day meal scheme," Dr Mungekar said, adding Tripura’s growth was second in Northeast after Manipur.

Tripura’s growth rate was recorded at 8.4 per cent while Manipur’s growth was 11 per cent now. About 24 per cent of domestic income was coming from primary sector and 50 per cent was coming from service sector, which contributed to the Gross Domestic Product (GDP) of the country, Dr Mungekar stated.
