Action taken Inquiry Commission’s report on NC Hills ethnic clashes tabled

GUWAHATI, Jan 13 : The action taken report on the report submitted by Justice (Retired) P C Phukan Commission of Inquiry was tabled in the assembly today.

The Inquiry Commission was constituted by Government of Asom vide Notification No. PLA 261/2003/2 dated Dispur June 30, 2003 to enquire into the ethnic clashes between Hmars and Dimasas in NC Hills/ Cachar Districts.

The Commission submitted its report on July 12, 2005. The terms of reference of the Commission were- to ascertain the root causes leading to the clashes between the Hmars and the Dimasas, to ascertain whether there was any involvement/ provocation of third party in the ethnic clashes, to ascertain actions taken by the law and order authorities of NC Hills/ Cachar Districts and to give appropiate reccomendations for ensuring harmony and peace between Hmars and Dimasa in NC Hills/ Cachar districts among others.

Based on the facts and in the circumstances of the case, the Commission has provided a number of conclusions. Some of the recommendations were :-

  • The district administration of both N C Hills and Cachar districts should remain in a state of alertness and be prepared with a detailed action plan for the maintainance of law and order in order to meet any eventuality.
  • Top priority should be given to improve connectivity to interior villages through rails, roads and telecommunication to enable security forces to take prompt and effective action,
  • Establishment of new police stations and border outposts along the inter-state borders, implementation of ground rules framed under the ceasefire agreement between the government and DHD and addressing of demands for autonomous State/ separate administrative unit through political means by initiating political dialogue.
  • The State Government has accepted the report of of the Commission and is reviewing the security station in NC Hills districts in connection with two mega projects on regular basis.
The government is also undertaking, on a regular basis, review the security and insurgency activities in the districts of Karbi Anglong and NC Hills.

The State Government is actively considering taking a Helicopter on long term lease.

It may be mentioned that, in the meantime, the Helicopter of Ministry of Home Affairs is being used in emergency situation.

Six new police stations and four new out-posts in the district of Karbi Anglong and four new police stations and eight new out-posts in the district of NC Hills have been established by the State Government.
